The Tasmanian Department of Infrastructure, Energy and Resources is the lead agency for the MRProject which involves the redevelopment of the Tasmanian Motor Registry System.

In early 2005, the MRProject team identified that there were significant similarities between the Australian Capital Territory’s motor registry system, known as rego.act, and the requirements for the new Tasmanian Motor Registry System. As a consequence, the MRProject sought the approval of the MRProject Steering Committee to conduct an analysis of rego.act to determine if it was suitable in full or part for implementation into the Tasmanian environment.

Before any evaluation could take place, the MRProject negotiated a License Agreement with the ACT for rego.act application.Whilst this was being undertaken, the project developed a process to evaluate rego.act.

It was recognised that the involvement from key stakeholders was critical to the evaluation process as the outcome of the process could result in a change from the ‘green fields’ approach to one of adopting and adapting a system from another jurisdiction. With this in mind, the project team developed a process that involved the participation by key stakeholders. Given that the evaluation would add time to the duration of the project, it was essential that the evaluation process be designed to minimise the redundancy of any work undertaken so that if a decision was made not to adopt rego.act the output of the process could be used in a ’green fields’ approach.

The MRProject Steering Committee considered the recommendations of the evaluation process at its December 2005 meeting and approved the adoption and adaption of rego.act into the Tasmanian environment.

As a consequence of the involvement of stakeholders from across government, the project team was able to plan the next phase of the project without the need to ‘sell’ the decision to the key stakeholders as they has been part of the decision making process.
