Schools serve community purposes far wider than just education. They are information exchanges, social support centres, recreation centres and sponsors of learning for life strategies. The timely provision of education facilities that meet community needs is considered to be a measure of effective government performance.

Arup was engaged as program manager for the Department of Education and Training’s (DE&T) state wide Capital Works Program in 2001. Annually, Arup is involved in coordinating the delivery of over 70 primary and secondary school projects with an capital value of around $150M. These projects range in size from alterations and extensions to existing schools, to the construction of new schools.

Our current engagement extends to 2010 by which time the total program will consist of 300 projects with a budget valued at over $521.2M.

As program manager, we managed on the progress of delivery at Program and project level. We reported on overall progress against assigned delivery schedules, budgets and cash flow targets and policy guidelines, and assisted in developing departmental policy towards continual improvement in process and outcomes.

Arup program managers brought to the Capital Works Program practical insights drawn from their engineering and architectural backgrounds. Utilising our varying professional experiences to form a focussed project management team, we delivered sound advice based on a thorough understanding of the issues, objectives and requirements of DE&T and the Program.
