Parsons Brinckerhoff (PB) developed a prioritised program of works to improve public transport accessibility, connectivity and comfort of passengers making inter-modal journey changes at all 251 transport interchanges in metropolitan Melbourne.

Smartlink, the program of works developed by PB, will assist the Victorian Government to meet public transport improvement initiatives. The program focused on prioritised improvements to the transport interchanges, and included gap analyses, cost estimates and economic evaluations.

Smartlink was delivered in the tight timeframe of six months. An interchange improvements business case was submitted to the Department of Treasury and Finance (DTF) to gain funding approval. To achieve the timeframe, effective communication and prompt interchange improvement works sign-off from stakeholders was vital. PB designed and implemented a virtual project management office (VPMO) to achieve this. It incorporated an audit database and project web portal.

The web portal was a central location to share documents between a complex network of project members. This facility accelerated project team information exchange, reduced formal meeting frequency, and facilitated improvement sign-offs. Senior client staff and stakeholders continue to use the project web portal as the primary source of corporate knowledge regarding the layout, condition and upgrade requirements of the 251 transport interchanges.

PB delivered Smartlink on time. Since project completion, the client has sought and gained business case funding from the DTF. The prioritised and careful planning of interchange upgrades will be essential in reversing negative community perceptions of public transport.
