The Headquarters Joint Operations Command Project, is the most secure and fully accredited large scale Defence facility located on a greenfield site, near Bungendore, NSW. This single, integrated around the clock operational headquarters accommodates 750 military and civilian Defence staff. It was completed on time and on budget within 18 months. It represents a unique and challenging initial foray for the Australian Government in a Public-Private Partnership for infrastructure delivery.

Key attributes include:

  • approximately 30% of 2340 workers on site during construction employed from local areas;
  • engagement of a team of archaeologists and local Aboriginal groups; and
  • integration of construction and service delivery for a 30 year term (approximately $1.3 billion).

    The project involved a variety of resourcing, logistical, infrastructure and operational challenges including the largest single assemblage of excavated stone artefacts in the region which provided an invaluable insight into the technology and historical lifestyle of local Aboriginal and European inhabitants.
