For some time prior to the beginning of the project DIAC and AGD had been working on a new system to streamline and improve the processes for delivering data for the security checking required for Australian visa applicants. The requirement for security checking is set out in the Migration Regulations, under Public Interest Criterion (PIC) 4002. AGD prescribes the types of visa applicants who should be referred to it by DIAC offices offshore and onshore and also the data elements that should be provided. During 2007, DIAC made approximately 50,000 security referrals, onshore and offshore, to AGD for PIC 4002 assessments. These referrals were sent to AGD by secure cable, facsimile systems or by diplomatic bag, and thus were received and processed in hardcopy format in Australia. These referrals required transition from hard copy to cable/fax by DIAC staff and from cable/fax to data input at AGD to perform the necessary checking. These referrals were managed and tracked by different procedures in offices around the world and auditing and tracking was a time consuming, manual and inaccurate process, often resulting in unnecessary delays.
