ACT Health provides a large number of learning and development activities for its staff. There was no central data base recording all training that could be accessed by all staff providing and attending that training. Staff Development Unit (SDU) provided most of the training but a lot of training was provided by other areas who used a variety of data bases. SDU had a 20 year old data system that was linked to the HR system but could only be used by one person at a time and for recording staff attendance. SDU could not accurately identify numbers attending all training, especially numbers for mandatory training. Previously to book onto a programme, staff had to use a paper form and send it to their manager to approve. The trainer or administrative staff had to record participants, and which they attended programs etc all using a manual system, which was time consuming. Staff stated they were unsure as to whether they were booked onto programs. Managers stated that they had not received applications from staff and did not know if their staff were booked onto programmes or not. Managers were unsure as to whether their staff had attended mandatory training. Staff frequently complained that they had to wait a long time to get records of their training and at the time when they were being audited by the Registration Board this was particularly stressful for them. A small project team was formed to procure a Training Management System. The project team attend a three day facilitated workshop where the team learned project management principles and established a project plan. Specifically the nine functions of project management were planned utilising various documents of project management spreadsheets and Microsoft Project.
