Comcare, the Commonwealth's workers' compensation scheme, proposed to increase staffing on a National Level in response to legislative changes to the Safety Rehabilitation and Compensation Act.

In anticipation of the increased demand in Comcare's services arising from this announcement, staff numbers in Comcare's regional offices were expected to grow by up to 100%. Consequently, the Comcare National Accommodation Program commenced, which resulted in nine concurrent accommodation projects, including the development or redevelopment of Comcare's office accommodation in Perth, Adelaide, Melbourne, Canberra, Sydney and Brisbane. In total 29 procurements were undertaken incorporating seven architectural and services engineering design contracts, nine building contractors and two national supply contracts for client supplied items.

Michael remained the Executive Director throughout the Program, managing a team of seven project managers which culminated in the completion Comcare's 6,400m2 Canberra Headquarters Restack in December 2008.
